U.S. troops in Iraq will remain on base unless called in an emergency now that Iraq's security forces are in control of its cities, reports Lara Logan.

GodofToiletPaper: Good move. The Iraqi Troops need to learn to assume responsibility, if they are going to sustain their own democracy. That was the downfall of our Articles of Confederation: No real military. Now Iraq does have a real military, but they need to prove themselves to progress.
