It is right near the ferry terminal (these 'TransEuropa' ferries travel from here in Ramsgate (east England) to the Belgian city of Ostend). Looks like this lift has been out of action for years - there isn't much to go down in the lift for, but the ferry terminal which is accessed by car anyhow.
