This is a cheat that lets you play as Chaos in Dissidia. It can be found by googling it and also by installing CWcheat (your gonna need it anyways). No, Chaos cannot use any attacks, dodge, or run up walls, hence the reason I didn't in the vid. So yeah, pretty much, you can play as the strongest character in Dissidia, but you'll get your ass handed to you by any other character.
