From the beginning it was a debate forced on city leaders. Houston City Council member Toni Lawrence secured the signatures of two fellow council members to call a special meeting to address 287G today. Houston Mayoral candidate Annise Parker is firing back. Her target is Councilman Peter Brown. Brown, who's also running for mayor, alleged in some his campaign literature that Parker in her role as City Controller dropped the ball.
