What you're seeing is a bald eagle trying to find a good spot on the street to land or catch something tasty it's spotted - except cars keep whizzing by so it never quite gets there. What you're hearing are all the irked seagulls in the area, warning each other that danger is very close.

This is at the Shaw Discovery Center in Sidney on Vancouver Island. Normally it hides in its cave but we were lucky to see it during feeding time.
