Andorra, as well as other countries, is reacting to the changes that are happening in the globalized world we live in. The inclusion of Andorra in the so-called grey list of tax heavens is obviously a sensible topic and a reason for worries here and abroad. Nevertheless I think that things are being handled well - at least it is my personal opinion - and what is shown in oecds list does not represent at all a problem for the relations between the two countries.

I believe that once more the importance of a well functioning decentralized model of government was quite evident. It is the case of the Generalitat (Government of Catalonia) it facilitated and made possible a quick, agile and blunt response to the actual economic crisis and its effects on society, especially concerning citizens and companies needs. It is in situations like this that specificities and strengthens of the local Catalan Government are evident.

According to Wolfgang Munchau, Associate Director of the Financial Times, tax heavens cannot be blamed for the actual crisis. Tax savings and edge founds are not the cause of the crisis, as some governments affirmed when it all begun. Tax heavens should make government of countries such as Germany and UK reflect on the fact that it is about time to reconsider and find a solution for high taxing, he concludes.
