I stole this idea from some other guy's video where it took him 14 times to kill the spy, but that spy actually was doing something productive (stalling), I was just kinda running around in circles. Anyway, you're supposed to stall a few of the enemy people (not pyros and jarate snipers though) and do the whole gay dead ringer hurr durr thing on pubs; it doesn't work against players who are somewhat decent.
