This will show you how to build a histogram based on the CSV file you exported from wireshark. You then infer the probability density function from the shape of the histogram and use that to build a model. Note that this technique has inaccuracies becase you are not measuring the source of the video, only after it has travelled through the network. Also there may be better fitting PDFs to choose - I am only inferring an exponential distribution to keep it simple.
