The draft constitution proposes to create a hybrid system of government, in which the President shares executive authority with the Prime Minister. Critics are however questioning the rationale behind raising the threshold for the election of a President, yet it would seem from the draft that real power will be exercised by the Prime Minister who is not elected directly by the people.
